General TÜV Rheinland Japan (TRJ) started the
S-mark testing and certification scheme for the domestic market in 1995 and made
it applicable for electrical appliances and components, for mechanical products,
as well as consumer goods, and many more. The demand for an independent, thus
third party certification service became increasingly important since the
introduction of a new Product Liability (PL) law in the very same year 1995.
This PL law follows, like in Europe and North America, the defect-based
liability principle (contrary to the previous fault-based principle) and rests
the responsibility for the safety of a product exclusively with the
manufacturer, importer, distributor, etc.

Documents Required The following
documentation is required (if testing is not done by TÜV Rheinland in Japan):
- Safety Testing
Test reports issued by TÜV Rheinland laboratories, or CB
certificates with CB test reports are accepted.
- EMC Testing
For certain appliances a EMC test report is required.
- Additional Documentation
- Instruction manual in Japanese (on request, TRJ will provide translation
service)
- Rating label in Japanese (on request, TRJ will give advice)
- Constructional Data Form
Factory Inspection / Follow up
- Factory inspections will be performed annually by the nearest TÜV Rheinland
subsidiary. This inspection may be combined with the follow-up for other TÜV
Rheinland safety approvals.
